Quick answer

Apple's Find My network locates trackers using roughly a billion iPhones, iPads, and Macs as anonymous relays — no SIM, no subscription, no separate app. Any Find My-certified tag (AirTag plus third-party tags like Chipolo CARD and Pebblebee) rides it. Coverage is best in iPhone-dense areas; rural gaps are real. Android phones can only detect unknown Find My tags for anti-stalking — they cannot host one. For cross-platform use, pick a dual-network tag or switch to the Find Hub network.
